I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 14th May, with its enclosures, on the subject of the International Opium
Convention.
Having regard to the satisfactory character of the Austro-Hungarian note, the Board concur in Sir E. Grey's proposal that the convention should be ratified by His Majesty's Government as soon as the adherence of Bermuda has been obtained,
